M1 users can easily use the latest release of cx_Oracle. It got renamed to python-oracledb, see the release announcement. This has a universal binary package for Apple, and doesn't need Oracle Instant Client (it's optional, see the doc), so you don't necessarily need to use Rosetta. The documentation is here.
